Upload a customer list to Google Ads and keep it working
Updated October 20, 2026
30 minutes, then up to 48 hours to process
Save past customers as a CSV with Google's English headers, then upload it under Tools, Shared library, Audience manager with membership set to 540 days. Accounts under 90 days old or USD 50,000 lifetime spend can only observe or exclude the list. Add customers again within 540 days, or it stops counting.
Before you start
- Admin access to the Google Ads account. Google says only account owners and administrators can add or remove customer data in a customer list.
- Customers who gave you their details themselves, through your website, a booking, a quote or a sale. Google's policy allows only data collected first-hand, so a bought or rented list is out. Your privacy policy must say you share customer data with third parties that perform services for you.
- More than 100 customers. Google requires at least 100 records in a file, and a list serves on a network only once 100 of its members are active there. Not every customer matches a signed-in Google account, so a file of 100 almost certainly will not reach that.
- The account's age and lifetime spend. Google opens the Targeting setting and manual bid adjustments to accounts with 90 days of history and more than USD 50,000 spent. Every other policy-compliant account gets Observation and exclusions only, which decides what Part 3 can do.
Build the file and upload it
Google traces small lists and upload problems to file formatting or hashing more than to a shortage of customers. A badly formatted or badly hashed file can still upload and then match almost nobody.
- Export every customer you have, with every contact detail you hold: email, phone, first name, last name, country and zip. Google matches on each key separately, so a customer with an email and a phone has two chances to match.
- Name the columns exactly Email, Phone, First Name, Last Name, Country and Zip, in English. A customer with two emails or phones can have a second Email or Phone column. A name only matches with all four of First Name, Last Name, Country and Zip present.
- Write phones with the country code, as +12345678910. Write the country as a two-letter code such as US on every row, even if every customer is in one country. Zip can be five digits or ZIP+4.
- Strip titles such as Mr. and suffixes such as Jr. from names. Google says email addresses with accented letters do not match, so fix those or leave them out.
- Give every row the same number of commas as the header row, leaving a blank between commas where a value is missing. Save as CSV in UTF-8; Google does not accept UTF-16.
- Leave the data unhashed. When you upload plain text, Google hashes the email, phone and names with SHA256 on your own computer before anything is sent. A judgment: since Google already hashes it on your computer, hashing it yourself mainly adds a way to get it wrong.
- Click Tools, open the Shared library drop-down and click Audience manager. Open the Your data segments tab.
- Click the plus button and choose Customer list. Name it by who is in it, such as All past customers, not by a date, because the same list will be refreshed.
- Upload the CSV and tick the box that says the data was collected and is shared in compliance with Google's Customer Match policies.
- Set the membership duration to 540 days, the maximum. Google's help page for editing a list describes the default as unlimited, but its policy stops counting any member not added or updated in the last 540 days, so 540 is what you get either way.
- Click Upload and create (some Google pages call it Upload and create list). Processing can take up to 48 hours. The success page shows how many rows uploaded and the match rate.
The match rate says whether the file was readable, not whether the list will work. Google calls it an indicator of formatting, not performance.
Put it to work
What the list can do depends on the account's spend tier and bid strategy. Under manual bidding, Google says its automatic use of Customer Match lists does not apply.
- On Smart Bidding, any tier: add the list to each Search campaign as Observation: Campaigns, Audiences, keywords, and content, Audiences, Edit audience segments. Google says first-party segments added as Observation are used as signals for Smart Bidding, and the Audiences report then shows how those people behave. Do not count on Search picking the list up unadded: Google says automatic inclusion covers YouTube and will soon reach Search ads, although a table on another of its pages lists Search as launched in 2023.
- To stop paying for clicks from existing customers: add the list under the campaign's audience exclusions. Every tier can exclude. A judgment: exclude it from campaigns meant to win new customers, never from a campaign on your business's own name, because past customers search the name to find your number.
- To have Google bid only for new customers: open Goals, Conversions, find Customer lifecycle optimization and click Edit goal. Tick the list under Existing customers definition and click Apply. Then in the campaign's settings, under Customer acquisition, choose Only bid for new customers. Google recommends that mode for lead goals, and it needs a Smart Bidding strategy: Maximize conversions, Target CPA, Maximize conversion value or Target ROAS. For non-retail advertisers, Google also requires purchase conversions from the last 30 days or an existing-customer list before the goal can be enabled, so a business that tracks leads rather than purchases needs the list.
- On an account above the spend tier: you can also use Targeting to show a campaign only to people on the list, for example a seasonal service offered to past customers. Google forbids combining a list with other targeting, such as a small area, so tightly that the ad reaches only a handful of people.
Google's pages disagree on the size new-customer bidding needs: one says 100 active members, the Performance Max store goals setup page says 1,000, and a third warns that a list under 1,000 may limit the goal's ability to work. Plan on 1,000 before relying on it.
Keep it eligible
A list uploaded once and left alone empties itself. Members expire 540 days, about 18 months, after they were last added or updated, and a list needs 100 members added or updated in that window to stay eligible.
- Set a reminder to refresh the list every three months, a judgment that leaves plenty of room inside the 540 days. In Audience manager, click the list, click the three-dot icon in the Customer list panel and click Edit.
- Choose Add more customers and upload a fresh export of your whole current customer file, so new customers join and existing ones are updated. Set 540 days again and click Save.
- Use Replace existing list members with a new customer list only to drop people on purpose. Google says appending rather than replacing helps maintain the list's size.
- When a customer asks to be taken off, upload them through Remove specific customers on the same edit menu.
- If the list was first uploaded before 1 February 2024, refresh it now. Google holds older lists to the old bar of 1,000 matched users until they are uploaded or refreshed again; refreshed lists need 100.
Do not refresh more often than the list finishes processing. Google says a list updated faster than it processes shows In progress permanently, even though earlier updates finished.
Check it worked
Two days after the upload, open Audience manager and find the list on Your data segments. The size columns show how many members could be reached on each network: Search, YouTube, Display and Gmail. These are matched, active people, rounded into buckets, so expect a number well below the rows in your file. A network showing under 100 will not serve the list.
If you added the list as Observation or as an exclusion, open the campaign's Audiences report after a week or two of traffic. An observed list gets its own row of clicks and conversions; an excluded one appears under exclusions. Set a calendar reminder for the next refresh before you close the account.
A developer or tool says it can sync the list through the API. Can it?
Not through the Google Ads API, unless it was already doing so. Google closed Customer Match in the Google Ads API to new adopters on 1 April 2026. A developer who has not used it before, or did not upload to a Customer Match list between October 2025 and March 2026, gets an error named CUSTOMER_NOT_ALLOWLISTED_FOR_THIS_FEATURE. Those already using it can carry on while they move.
Google's route now is Data Manager, under Tools, Data manager, which connects sources such as HubSpot, Salesforce, BigQuery and Google Cloud Storage without code, or the Data Manager API for a developer. Google also names Zapier as an integration partner for keeping a CRM in sync. Ask anyone selling a sync which of these they use.
The list is uploaded but seems to do nothing
Check in this order. The size column for the network shows under 100. The campaign uses manual bidding and has no bid adjustment on the list, so nothing uses it. The account is under the spend tier and the list was meant for Targeting or a bid adjustment, neither of which it has. The list was uploaded before 1 February 2024 and never refreshed, so it still needs 1,000.
Google also restricts Customer Match for ads in sensitive interest categories, and bans advertising products related to sensitive information, such as pharmaceutical products, in a Customer Match campaign. Ads for those products cannot run with a customer list.
Should Smart Bidding use every list automatically?
The switch is under Admin, Account settings, Customer Match: untick Use all Customer Match lists in Smart Bidding or Optimized Targeting. Lists you added to a campaign keep being used either way, and the setting is not available in a manager account. Google says the automatic inclusion covers YouTube and will soon reach Search ads, so on Search the lists you add as Observation are the ones to rely on.
A judgment: leave it on. The lists are your own customers, and Google says Smart Bidding learns which lists help each campaign. Turn it off only if a list holds people a campaign should not be steered toward.
Is there a way to build the list without exporting files?
Google can build customer lists from enhanced conversions: Admin, Account settings, Customer match, Conversion-based customer lists, then Turn on conversion-based customer lists. It makes one list per conversion goal and fills it as conversions come in.
It only works with enhanced conversions set up through the tag, and it only holds people whose conversions sent their details through enhanced conversions, or through GA4 user-provided data if that is set up. Past customers, and anyone who called instead of filling in a form, are not in it, so it adds to an uploaded list rather than replacing it. To keep an uploaded list current without manual exports, use a Data Manager connector or Zapier, covered in the first drop-down above.
